Judge Peggy O'Connell's Qualifications and Values
As a candidate for Justice of the 3rd Appellate Court in 2026, I want introduce myself to you and to begin to earn your support in my race. I look forward to meeting you in person, when I attend your township democratic organization meeting or another event. In the meantime, I want to lay out my qualifications and, just as importantly, my strong democratic values. I want you to know that I walk the talk every day in my current role as an elected Circuit Court Judge in DuPage County. Along with a diverse and extensive legal career spanning the public and private sectors, combined with my unique breadth of experience and my deep commitment to justice, I believe that makes me an exceptionally qualified candidate to serve on the Appellate Court.
A Distinguished Career of Public Service and Private Practice
My career has been marked by a steadfast dedication to the legal profession and the pursuit of justice. Prior to my election as a Circuit Court Judge in DuPage County, I honed my legal skills as a DuPage County State’s Attorney and as a Senior Assistant Attorney General at the Illinois Attorney General’s Office. In the latter role, I had the distinct honor of co-authoring an amicus brief in the United States Supreme Court, an experience that provided invaluable insight into the highest levels of appellate advocacy. Furthermore, I served as the Illinois Attorney General’s delegate for the Committee on Abuse, Neglect, and Financial Exploitation of the Elderly and Persons With Disability, demonstrating my commitment to protecting the most vulnerable members of our society.
In the private sector, I gained extensive experience practicing in federal courts, the Illinois Appellate Court, and the Illinois Supreme Court. My practice encompassed a wide range of areas, including family law, divorce, criminal defense, and juvenile defense. I also served as a court-certified Guardian ad Litem for numerous counties, further solidifying my dedication to advocating for those in need. This diverse trial background and my current tenure as a Circuit Court Judge provide me with the practical experience essential for a seamless transition to the Appellate Court.
A Proven Leader on the Bench
In 2020, I was honored to be the first woman and the first Democrat elected directly from the private sector to serve as a Circuit Court Judge in DuPage County. This historic achievement reflects my ability to connect with the community and my unwavering commitment to public service. Since my election, I have served in the Felony Division of the DuPage County Courthouse, and I currently hold the privilege of being the Presiding Judge of the Felony Division. In this leadership role, I oversee six felony courtrooms, the first appearance courtroom, and drug court, managing a demanding caseload and ensuring the efficient and equitable administration of justice. My recent appointment as an alternate member of the Illinois Courts Commission further underscores my dedication to the integrity of our judicial system.
My Commitment to Justice and Community Roots
I was raised with a deep appreciation for family values and a strong work ethic that has been instilled by loved ones from previous generations. My father ran his own small business and worked tirelessly until the age of 77. My mother dedicated her career to education as a schoolteacher. I also carry the legacy of my grandfather, a proud union railway worker, who often recounted stories of the struggles of his youth when "no Irish need apply" signs were commonplace.
My commitment to protecting the vulnerable is not just professional; it is deeply personal. My work as the Illinois Attorney General’s delegate for the Committee on Abuse, Neglect, and Financial Exploitation of the Elderly and of Persons With Disability stems from my own lived experience and a profound belief in the importance of safeguarding those who cannot always protect themselves. I am also fiercely pro-choice, and I am committed to upholding our fundamental rights and liberties.
As a proud graduate of Providence High School in New Lenox, I built strong roots in the Will County community. I am proud to be a member of the Democratic majority of Circuit Court Judges in DuPage County, recognizing the importance of a diverse and representative judiciary. My years of experience trying cases in the Federal courts, in the Illinois Appellate Courts, and in the Illinois Supreme Court have given me the practical experience to be highly qualified to move to an Appellate Court position.
I am confident that my comprehensive legal background, proven judicial leadership, and unwavering dedication to justice make me an ideal candidate for Appellate Justice. I am eager to bring my unique perspective and extensive experience to the Appellate Court and contribute to its vital work.
